GROUP PETITIONS CONFIRMATION GRIEVANCES TO TINUBU, CHIEF OF STAFF, SGF

Civil society and human rights groups, The Joint National Actions Front Nigeria,PETITIONS TO SUSPEND the CONFIRMATION OF DR NGOZI UNOGU as new CMD FEDERAL NEUROPSYCHIATRIC Hospital Enugu AND CAUTIONs the Minister over administrative recklessness.The group showed their dissatisfaction over the contentious situation unfolding at the Federal Neuropsychiatric Hospital, Enugu during a press conference in Abuja on Monday 23rd September 2024 which they described as becoming worrisome to the public as allegations surface that the Minister of State for Health, Dr. Tunji Alausa is attempting to install his preferred candidate, Dr. Ngozichukwu Unaogu, as the hospital’s medical director, despite Unaogu’s failure in the examination interview.

The minister who had unceremoniously installed his rumored friend Dr Ngozi Unogu who isnt hierarchically qualified after unduely sacking the substantive Medical director, Dr Monday Nwite Igwe. Dr igwe was sent on suspension by the minister for trivial issues. Dr Igwe was cleared by the ministerial panel that investigated him, the panel recommended that Dr Igwe should be warned and reinstated instead the minister wrote to the president bypassing the secretary of the federation as required by law and requested that Dr igwe should be sacked which he lacks the power to do so.Dr. Igwe was sent packing just 3 months into his second term appointment by the president, took the matter to house committee on public wrongs who sat over the petition and agreed that the minister misled the president into approving the minister of state for health request to sack Dr Igwe. The committee ordered the ministry of health to immediately reinstate him which was abruptly ignored.Dr Igwe further went to the Industrial Court, and Dr. Alausa was duely served with court processes instead of him maintaining status quo, he ignored the court service and advertised Dr Igwes’s position, so much in a hurry to install Dr Ngozi Unogu as the substantive Medical director of the hospital. Dr Unogu has overstayed in an acting capacity as stipulated by public service rule.Two candidates were shortlisted by the ministry, Dr Ngozi Unogu who is the acting Medical Director and Dr Andrew oroghiwo, two other doctors Enugu, Dr Onyebueke and Dr Obayi were disqualified on flimsy excuses just to pave way for Dr Ngozi Unogu which is becoming apparent of an alleged financial benefit Coalition between the two on for 40 billion Naira intervention fund.The result of the interview for the MD position by the ministry in which Dr. Andrew Oroghiwo came first by scoring 65.3 while the minister’s Friend Dr ngozi Unogu failed having scored 59.2 which is below the benchmark score of 60 percent to be recommended or promoted in civil service. When the issue came to lime light, Dr Alausa sent ICPC to go after Dr Andrew Oroghiwo to witchhunt the person who came first so as to find a reason to disqualify him and install his alleged girl friend Dr ngosi Unogu. The ICPC had summoned Dr. Andrew Oroghiwo to come to their office in abuja with his bank statement from 2022 and siezed his phone for more than one weekDr Unogu was alleged to boast of her solid familiarity with the minister and that no one could depose her and is now Acting more than one year in office as a Medical Director.The examination for the new medical director was witnessed by many prominent personalities, the permanent secretary of ministry of health who videoed the whole process and even had the two participants to sign that the process was free and fair and that they will accept the outcome of the examination, yet Dr Alausa hasn’t forwarded it to the presidency with the name of the successful candidate. We are reliably informed by a source in the Ministry that he has sent the recommendation solely with only his signature to deceive the President again which is an ear-sore and never has such a thing transpired in the history of appointment of hospital chief executive officer in the country. Doctor Ngozi Unogu was said to have informed the minister, Dr. Alausa of her unwillingness to work with the principal of the post basic school of Psychiatric nursing Dr Ndu who sued her alongside three, two at large and the other receiving salary despite in diaspora working in 2017 for character assassination and win them because they wrote to the then minister of health and law enforcement officers horrible allegations against him. Dr Ndu has been from suspension to interdiction for one year without salary which is against public service rule that stipulated that all disciplinary processes must finish within 180days. Dr Ndu had sued Dr Unogu, Dr Ubochi, and two others for defamation of character among other things in 2017 and the court ruled against her and her colleagues. Now as the acting Medical Director, she had instigated a senior staff committee of the hospital and made herself the chiarman of the committee and the other defendant Dr Ubochi ,the vice chiarman of the committee sitting on the same issues that the court had ruled against them in 2017. Dr Unogu and Dr. Ubochi found room for personal vendetta trying seriously to sack Dr. Ndu on any available flimsy reasons to further perpetuate her illegality in office.Finally, the group expressing their utmost displeasure over the prevailing situation, gave the federal government of Nigeria two weeks to intervene and restore due process or stand to contain us.
